The Brownsburg Park Board is committed to serving citizens by providing quality parks, recreation programs and special events that help Brownsburg attract residents thanks to its wide range of quality leisure and recreational opportunities.
The Park Board is made up of six members who reside in the Town of Brownsburg. Appointments to the Park Board come from three appointing authorities: The Town Council appoints four members, the Brownsburg Public Library appoints one member, and the Brownsburg Community School Corporation appoints one member. The Brownsburg Park Board was established per I.C. 36-10-3. The Code lists the primary function of the Park Board to be establishing and implementing policies and objectives for effective administration and operation of park and recreation projects, facilities, programs, and services. The Park Board works with Department staff to improve the quality of life for the citizens of Brownsburg.
The Park Board meets on the third Thursday of each month (except November and December, when it meets on the second Wednesday) at 6:30 pm in the Council Room at Town Hall.

Cari Palma is a retired Special Needs teacher of 24 years. Currently, Cari spends her time volunteering as well as serving on the Brownsburg Public Library Board. “I will work diligently to provide the amenities for which the community has expressed a desire.”
Vice President - Term: 2017-2020
Judith Kenninger is a marketing professional who has owned Kenninger Communications for 20 years. Judy also serves on the Board of Directors for Hendricks County Trail Development, Inc. “As our fast-growing community matures, we need to continue growing our parks system to meet its needs now and into the future. Our parks need to be a resource for all ages and interests.”
Member - Term: 2020-2023
Kent Fillinger is the Regional Vice President for Christian Financial Resources. He also owns a coaching and consulting company that serves churches and non-profit organizations. “I look forward to serving on the Finance Committee and to helping to see more parks developed to benefit our community.”
Member - Term: 2019-2022
Amy Hobrock is the Director of Medical Claims Management at Aetna, where she has worked for 21 years. “I’m looking forward to serving the community by offering my skill sets to ensure community needs are met.”
Member - Term: 2017-2020
Phil Utterback is a retired educator of 36 years, 23 of those as an elementary school principal within the Brownsburg Community School Corporation. Phil also serves on the BCSC School Board. “I have a strong desire to improve the quality of life for the residents of the Brownsburg area.”
Member - Term: 2019-2022
Michael Zonder serves as the Associate Director of Enforcement at the National Collegiate Athletic Association, where he has worked for 10 years. “I’m an active user of the parks and trails in the community and believe that a robust, well‐maintained and fiscally responsible park system benefits the town and its residents in many ways.”
